Is an apple evil for falling down from the tree? What about a rock that slides down from a mountain? What if that rock kills dozens of people ? What about a virus that kills millions?
You could argue that they're not evil because they don't have a choice? How much of a choice do we have against evil motivations? How much of a choice do we have when it comes to not biting the apple of eden when its right in front of us?
Freedom, is like gravity for us humans. We are endlessly drawn to it. We want freedom in the way we live our lives, and that includes shaping the world around us. To the extent that our freedom gets in the way of other people's freedom. that's when we feel the need for control, my freedom has no meaning if everyone can be free. We fall towards this need.
We want to shape the world in our own image, for us and everyone who is like us to be free to live and prosper and grow. This "us" is defined in our color of skin, our nationality, our believes.
This might sound counter intuitive, but the very need that drives us to be free from tyranny is driving tyrannical systems to behave as they do.
What about choice? Don't we have a choice? As an individual of course we have a choice. A million people could say no to the inherent evil of plundering available resources of a poorly defended community. They all had a choice and made the right one.
But if you flip a coin a million times, anything can happen. Doesn't matter who will make the wrong choice, when everyone is free to make it, someone eventually will.
Do not ever believe in a world where poor and weak will be at mercy of rich and powerful. Only the unfortunate will understand and help the unfortunate, do not leave their fate in the hands of clueless wolves.
